Il Lussemburgo vuole regolare il consumo e la produzione di cannabis e proporrà un concetto provvisorio che funge da base per lo sviluppo di un quadro normativo.
A guidare questi regolamenti provvisori sarebbero i ministeri della salute e della giustizia. Quest’estate ci saranno diversi dibattiti in cui ci saranno anche istituzioni dell’Unione Europea e paesi vicini come i Paesi Bassi . Questi ultimi stanno preparando la regolamentazione sulla cannabis per uso adulto e ricreativo e il Lussemburgo vorrebbe adeguarsi.
Sintesi dei regolamenti provvisori
Le persone maggiorenni e registrate potrebbero acquisire fino a 30 grammi di cannabis al mese. Inoltre, non può essere consumato in uno spazio pubblico o in spazi in cui non è possibile fumare. Un altro problema sarebbe che i prodotti devono essere realizzati all’interno del paese e non possono essere auto-coltivati.
Inizialmente, sarebbero stati autorizzati 14 punti vendita, che non dovevano essere vicini alle scuole e che sarebbero stati in mani private. Questi dovrebbero essere fatti con una delle licenze di vendita e parte della fatturazione sarebbe per lo stato.
Non verrebbe stabilita una percentuale massima di THC per i prodotti in vendita. Né è chiaro come i loro regolamenti si allineerebbero al diritto internazionale.
Consentite esportazioni di cannabis terapeutica
Il regolamento provvisorio consentirebbe a un massimo di due aziende manifatturiere di produrre ed esportare cannabis medica. Cioè, la qualità dei fiori di cannabis dovrebbe anche essere “compatibile” con l’uso medico.
A lungo termine, cercherebbe di ridurre i prodotti stranieri o addirittura di produrli per soddisfare tutta la domanda nazionale di cannabis terapeutica.
