Si è svolta, oggi, alla Camera dei Deputati la discussione parlamentare sul nuovo DDL “Cannabis Legale”, ormai inerente solo le condotte ad uso medico, strettamente regolate dallo Stato; la notizia è che la coltivazione personale (seppur relegata ad uso terapeutico) non è stata introdotta nella legge solo per 11 voti nella prima votazione e 9 voti nella seconda, a voto segreto.
La Discussione Parlamentare si apre con l’intervento di Michela Rostan, di Articolo1, la quale subito presenta i punti ambigui della legge, la necessità di introdurre condotte non punibili per quanto riguarda la coltivazione personale, sostenendo però il monopolio centrale dello Stato sulla eventuale vendita. Queste proposte sono introdotte dal Partito Politico tramite emendamenti che in seguito verranno discussi (e bocciati).
La discussione prosegue con l’intervento dell’On. Benedetto Francesco Fucci del Gruppo Misto Direzione Italia, il quale, dal canto suo, e solo nelle sue teorie, espone che il testo presentato oggi sia migliore addirittura di quello presentato all’inizio dall’intergruppo, chiudendo palesemente all’uso ricreativo ed alla coltivazione personale, per lui condotte distinte e da punire diversamente; l’Onorevole perfino si spinge a parlare, nel 2017, di dipendenza da cannabis, solo al fine di sostenere la sua discutibile tesi.
L’intervento prosegue con la negazione (parere contrario) del Partito Democratico sugli emendamenti presentati all’Articolo 1 del disegno di Legge (che volevano introdurre la coltivazione personale), mentre il Movimento 5 Stelle si ritiene favorevole, tranne per alcuni emendamenti (complessi ed ambigui), mentre il Governo si espone CONTRARIO, seguendo il parere della Portavoce Miotto.
Segue votazione ai primi emendamenti, 1.6 1.7 , con esito contrario.
Riprende l’intervento con il gruppo Articolo1 che espone, nuovamente e giustamente, la situazione assurda venutasi a creare sulla proposta di legge e sulla situazione italiana attuale reale per i cittadini.
Segue l’intervento di Daniele Farina, di Sinistra Ecologia e Libertà, ricordando la situazione internazionale sulla legalità della cannabis, ricordando i passi avanti di altri paesi e chiudendo attaccando la legge, esponendo che essa è solo una semplice conversione di decreti precedenti già attivi.
L’intervento successivo di Vittorio Ferraresi , del Movimento 5 stelle, ha esposto le criticità dell’intergruppo, le doppie strade percorse, e la triste fine che sta per fare il DDL che avrebbe dovuto impostarsi in modo differente a livello di basi (autoproduzione), invitando ad inserirlo nel testo.

Dopo la bocciatura degli emendamenti, riprende l’intervento Vittorio Ferraresi, che espone le possibili eventuali entrate fiscali per lo Stato ITaliano, che potrebbero diventare le “coperture economiche” che sta cercando; in chiusura ricorda che gli emendamenti successivi saranno per introdurre l’autoproduzione e ripristinare il testo originale, sottolineando come alcuni membri del PD abbiano votato ora in aula al contrario rispetto a quanto esposto a livello mediatico, citando l’On. Giuditta Pini (ricordiamo la vicenda..).
Segue intervento dell’On. Adriano Zaccagnini di Articolo1, esponendo come la situazione necessiti di un cambio di mentalità sulla situazione.
Nuovamente il Movimento 5 Stelle, con l’intervento dell’On Vincenzo Caso, prova ad esporre i dati corretti sulla legalizzazione ricavati da esperienze di altri paesi nel mondo.
Interviene il Partito Democratico, nella figura dell’On. Giachetti, che espone alcune criticità del suo gruppo parlamentare, ricordando che si parlava prima di legalizzazione e non liberalizzazione, e che il Partito avrebbe dovuto gestire diversamente il tema in aula; l’intervento si chiude esponendo che gli eventuali accordi precedenti erano frutto solo di accordi personali e non di partito e pertanto la scelta rimaneva a ciascuno, tentando di giustificare la sua votazione che però segue l’indicazione del gruppo, a suo dire a livello democratico, seguendo una decisione presa dal suo schieramento politico.
Riprende l’intervento l’Onorevole Enrico Corsaro del Gruppo Misto Direzione Italia il quale espone le criticità degli eventuali passaggi della norma, con un intervento complicato ed inestricabile.
Segue l’intervento dell’On. Matteo Mantero, del Movimento 5 stelle, che attacca ancora, giustamente, la scelta di non approvare la coltivazione ad uso personale.
Segue l’intervento dell’On Mario Marazziti di Democrazia Solidale, facendo un excursus in difesa del Vaticano.
Segue l’intervento dell’On Gian Luigi Gigli di Democrazia Solidale, riprendendo l’excursus precedente.
L’intervento dell’On. Giuseppe Civati di Sinistra Italiana espone la necessità di esporre il proprio pensiero chiaramente, soprattutto di fronte agli elettori, schierandosi per la coltivazione personale.
Riprende l’intervento l’On Filippo Fossati, di Articolo1, il quale rapidamente supporta la necessità di una vera e reale discussione sul tema a livello parlamentare.
L’Onorevole Giuseppe Brescia del Movimento 5 stelle sottolinea, nel suo intervento, la colpevolezza di chi votando contro la coltivazione oggi favorisce la criminalità organizzata. Anche l’On. Davide Crippa, Movimento 5 stelle, espone i doppiogiochisti presenti in parlamento.
Segue l’intervento dell’On. Ileana Argentin, del Partito Democratico, che sostiene la necessità della norma medica, solo a livello medico, esclusivamente.
L’intervento dell’On Matteo Dall’Osso, Movimento 5 stelle, espone la necessità del PD di votare nel merito seriamente, senza seguire le indicazioni del Partito.
Segue l’intervento dell’On. Maurizio Bianconi, gruppo misto, con un intervento pulito ed onesto sul tema, esponendo i benefici di una vera legalità sulla situazione.
L’intervento dell’On Mattia Villarosa , Movimento 5 stelle, espone nuovamente l’importanza degli accordi precedenti, sostenendo il tema della legalizzazione.
L’On. Paolo Bernini, del Movimento 5 stelle, espone i paradossi della legge italiana.
