La Croazia sarà il primo paese in Europa a legalizzare completamente la cannabis ricreativa? Secondo la parlamentare croata Mirela Holy (SDP), l’imminente legislazione proposta consentirebbe ad ogni adulto di coltivare fino a nove piante di cannabis con un alto contenuto di THC per uso personale. Nessuno è mai morto per overdose di cannabis naturale, ha sottolineato.
La proposta di legge sulla cannabis della Croazia si avvia presto al dibattito pubblico
Negli ultimi anni, HDZ (Croatian Democratic Union) ha iniziato a cambiare le sue rigide visioni sulla cannabis. Tuttavia sempre più persone credono che la depenalizzazione non sia sufficiente. Uno di questi è Mirela Holy, presidente del Green Development Council dell’SDP, e una delle figure pubbliche più importanti a sostegno di “Lex Cannabis”. Ha rivelato che il disegno di legge sarà oggetto di dibattito pubblico entro una settimana e che sarà seguito da un dibattito parlamentare. Il disegno di legge prevede la piena legalizzazione della cannabis.
“‘Invitiamo tutti coloro che sono interessati a partecipare al dibattito pubblico”, legge il disegno di legge e commenta. Prevede la piena legalizzazione e liberalizzazione della cannabis, il che significa che prevede di sfruttare appieno tutto il potenziale della cannabis per scopi economici, ricreativi e medici ”, ha spiegato Holy al Mojmira Pastorčić / RTL Direkt il 10 febbraio 2020.
Sottolinea che gli attuali modelli di regolamentazione ricreativa sono passati sotto il controllo statale come in Uruguay o attraverso il settore privato come in Canada e negli Stati Uniti.

” Proponiamo un modello ibrido (statale / privato) di agenzie statali per mantenere l’alta qualità (del prodotto) sul mercato. Quando si tratta dell’uso della cannabis per scopi ricreativi, il disegno di legge consentirebbe a ogni adulto di coltivare fino a nove piante femminili con alto contenuto di THC per le proprie esigenze personali. ”
” L’allevamento della canapa ha un grande potenziale economico. Data la sua alta qualità in termini di pulizia del suolo e un assorbimento di CO2 fino a quattro volte superiore, la coltivazione della canapa può anche essere uno strumento importante nella lotta ai cambiamenti climatici. I benefici economici sono enormi, per lo sviluppo della scienza, dell’uso di cosmetici e della produzione di carta ”, ha aggiunto Holy.
L’esperienza in altri paesi dimostra che esiste ancora un mercato nero, ma è per questo che, osserva, la regolamentazione statale è necessaria per ridurre al minimo il ruolo del mercato nero.
Stati Uniti e Canada: guadagni annuali sulla cannabis da 40 miliardi di euro
” Le stime degli utili derivanti dalla vendita di prodotti correlati alla cannabis in Canada e negli Stati Uniti raggiungono $ 43,7 miliardi (40 miliardi di euro) all’anno. Inoltre, il potenziale della canapa non è stato pienamente realizzato. Può essere usato per costruire automobili e come materiale da costruzione per l’industria delle costruzioni ”, spiega Holy.
La marijuana è legale per uso ricreativo e medico in Canada, Uruguay, Georgia e Sudafrica. Undici Stati Uniti e DC hanno anche legalizzato la marijuana: Alaska, Washington, Oregon, California, Nevada, Colorado, Illinois, Michigan, Vermont, Massachusetts e Maine.
L’uso di marijuana ricreativa è illegale ma depenalizzato nei seguenti paesi europei: Portogallo, Spagna, Belgio, Paesi Bassi, Svizzera, Italia, Repubblica Ceca, Austria, Slovenia, Croazia, Estonia e Moldavia.

Cannabis ricreativa depenalizzata in Croazia: legale per uso medico
Secondo l’attuale legge croata, coltivare o vendere cannabis è considerato un reato punibile con una pena detentiva obbligatoria (minimo tre anni). Il possesso di una piccola quantità di marijuana e altre droghe leggere è considerato un reato minore che può portare a una multa da 5000 a 20000 HRK (da 671 a 2682 EUR) a seconda del caso.
Dal 15 ottobre 2015; il Ministero della Salute croato ha legalizzato ufficialmente l’uso di droghe a base di cannabis a scopi medici per pazienti con malattie come il cancro, la sclerosi multipla o l’AIDS.
Tuttavia, molti si chiedono ancora se la Croazia è ancora troppo conservatrice come società per la piena legalizzazione della marijuana ricreativa, ma Holy risponde:
“Quando ho iniziato a parlarne qualche anno fa, le reazioni sono state molto negative, ma le cose sono cambiate. Le persone devono prima essere istruite e poi cambieranno il loro atteggiamento. Il potenziale di dipendenza (della marijuana) è molto inferiore al potenziale di dipendenza di nicotina o alcool. E, per quanto ne sappia, nessuno è mai morto a causa di un sovradosaggio di cannabis naturale. Tuttavia, ci sono grandi pregiudizi alimentati dagli interessi di determinati gruppi e industrie ”, ha concluso Holy.
